Draft Transportation Planning Work Program (TPWP) &
proposed amendments to the Transportation Improvement Program (TIP)
The Upper Explorerland Transportation Policy Board for Regional Planning Affiliation 1 (RPA-1) will hold public hearings at its upcoming meeting to receive comments on two proposed amendments to the approved RPA-1 Transportation Improvement Program (TIP) for federal fiscal years (FFY) 2022-2025, as well as on the draft RPA-1 Transportation Planning Work Program (TPWP). The meeting will take place on Wednesday, May 25th, 2022 at 11:00 a.m.
This meeting will take place via electronic means pursuant to the provisions of the Iowa Open Meetings Law, Section 21.8, Code of Iowa. Due to the ongoing uncertainties of the COVID-19 pandemic, it is impractical for the Transportation Policy Board to meet in person. Therefore, the meeting will be held virtually. It will be open to the public and those in attendance will be able to hear the proceedings and provide comments and questions as appropriate.

The RPA-1 TPWP document identifies the transportation planning and administrative tasks on which federal funding will be used over the course of the fiscal year that begins July 1, 2022. A link to the draft TPWP document can be found toward the bottom of this page.
The RPA-1 TIP document identifies the multi-modal transportation projects—highway, transit, street, bridge, planning, and pedestrian and bicycle facilities—on which state and federal funding will be used over the next four years within Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties.
The proposed amendments to the FFY 2022-2025 TIP are as follows:
- Amendment 5: Adding a new project to the FFY 2022-2025 TIP programmed in FFY 2023.
- Project# ILL-C033()--92-33 (final project number pending), 210th Street, C14, and W25 CIP Recycling and HMA Paving, sponsored by Fayette County, needs to be added to the FFY 2022-2025 TIP as an illustrative project programmed in FFY 2023 to enable the sponsor to seek special Community Project Funding through the congressional appropriations process.
- The federal funding amount requested is $2,624,000; the total project cost is $3,340,000, including $60,000 local match from the County and $656,000 in Farm-to-Market funding.
- The amendment, if approved, will add this project to the RPA-1 FFY 2022-2025 TIP as an illustrative project in FFY 2023.
- If the federal funding is not received, the project will not be included in future TIPs until/unless otherwise fully funded.
- Amendment 6: Adding a new project to the FFY 2022-2025 TIP programmed in FFY 2023.
- Project# ILL-C033()--92-33 (final project number pending), W25 (H93 to Hwy 150) CIP Recycling and HMA Paving, sponsored by Fayette County, needs to be added to the FFY 2022-2025 TIP as an illustrative project programmed in FFY 2023 to enable the sponsor to seek special Community Project Funding through the congressional appropriations process.
- The federal funding amount requested is $1,576,000; the total project cost is $2,020,000, including $50,000 local match from the County and $394,000 in Farm-to-Market funding.
- The amendment, if approved, will add this project to the RPA-1 FFY 2022-2025 TIP as an illustrative project in FFY 2023.
- If the federal funding is not received, the project will not be included in future TIPs until/unless otherwise fully funded.
